Short answer: Microsoft Advertising or Google Ads? For a New York small business it is not an either-or choice. Google has the volume, especially on mobile and for urgent searches. Microsoft Advertising, formerly Bing Ads, has fewer searches but cheaper clicks, an older and more professional audience, LinkedIn profile targeting, and placements inside Copilot. Run Google first, get it converting, then import the campaigns into Microsoft Advertising and judge both on cost per enquiry.

The comparison gets asked in two ways. Owners who have only ever run Google want to know whether Bing is worth adding. Owners who read that AI is changing search want to know whether Microsoft, with Copilot and its OpenAI partnership, is about to matter more. Both are fair questions, and the answers are more specific than “do both”. This guide sets the two platforms side by side on the things that decide the outcome for a small business in New York, then explains where AI answers actually fit, because a lot of what is written about that is wrong.
Microsoft Advertising or Google Ads: what is the actual difference?
Both are keyword auctions. You choose searches, write ads, set bids, and pay per click. The mechanics, the campaign types and even the interface are close enough that Microsoft built an import tool to copy a Google account across. The differences are the audience, the price, a few targeting options, and where the ads appear.
- Reach. Google Ads appear on Google Search and its partners; Google’s own Search Network overview lists them. Microsoft Advertising appears on Bing, Yahoo, DuckDuckGo, AOL, Microsoft products including Copilot, and partner sites. Google is much larger; Microsoft is far from empty.
- Audience. Bing skews older, more desktop, more work-hours, more affluent. Google covers everyone, and owns the phone-in-hand emergency search.
- Price. Fewer advertisers on Microsoft means lower cost per click for the same New York keywords in most categories. Volume is lower too, so total enquiries are fewer.
- Targeting. Both do locations, schedules, devices and audiences. Microsoft adds LinkedIn profile targeting (company, industry, job function) on search campaigns, useful for B2B. Google adds scale and, in Performance Max, more automated placements.
- Tooling. Google has the deeper automation and the larger ecosystem. Microsoft has the import tool, which is the reason a small business can run both without doubling the work.
Microsoft Advertising or Google Ads on cost: which is cheaper in New York?
Per click, Microsoft, in most categories. Per enquiry, it depends on whether your customer is on Bing at all. Whichever you end up running, the management fee should be fixed and published rather than quoted on request, which is why ours sits on the pricing page. A Manhattan law firm or a Brooklyn accountant often finds Microsoft’s cost per enquiry lower than Google’s, because that customer is on a desktop at work. A plumber whose customers search on a phone at midnight will find Microsoft thin. Neither platform’s price list tells you this; sixty days of tracked data does. Set the budgets in proportion: most of it on Google, ten to twenty percent on Microsoft as a test, and read how much a New York small business should spend on Google Ads for the total.
Does Bing use ChatGPT, or does ChatGPT use Bing?
This is the question behind a lot of the AI hype, and the honest answer runs the other way from what most people assume. Bing’s organic ranking is Microsoft’s own system. What Microsoft did in 2023 was put OpenAI’s models on top of Bing’s index to generate Copilot’s answers. Separately, when ChatGPT searches the web, it reads results that come from Bing’s index. So Bing does not “use ChatGPT’s algorithm” to rank you.
nRather, both Copilot and ChatGPT’s search lean on Bing’s index to decide what exists and what is trustworthy. Consequently, being well indexed and well regarded by Bing is what puts a small business in front of those AI answers, and Microsoft Advertising is the paid route into the same places. That is why we treat Bing as a preparation for AI search rather than a nostalgia project. How to get found by AI covers the organic side; the paid side is a small, cheap test that costs an afternoon. On Google, ads can show above, below and, for US English searches, inside AI Overviews, as our breakdown of Google’s AI Overview ad rules shows.
Should you wait for Bing results before spending anything?
No, but do it in order. Bing’s index takes days to weeks to pick up a new site fully, and Bing Webmaster Tools reports lag behind the index itself. That is a reason to submit your sitemap and use IndexNow now, not a reason to wait on ads. Ads on Microsoft do not depend on your organic ranking; they depend on the same things Google Ads depend on: a converting landing page, correct tracking and a sensible bid. Get the Google account converting, import it, and let the two run side by side. If the organic Bing data has arrived by the time you review the ads at 60 days, good; if not, you have lost nothing by starting.
How do you run both without doubling the work?
- Build and fix on Google first. Structure, negatives, ads and landing pages; what Google Ads management in NYC includes is the checklist.
- Import into Microsoft Advertising. Campaigns, keywords, ads and negatives copy across, and can stay synced on a schedule.
- Install Microsoft’s own conversion tag. Google’s tag does not report to Microsoft. Count calls and forms before spending.
- Lower the imported bids and set a small budget. Twenty to thirty percent below Google’s bids, ten to twenty percent of the budget.
- Review both weekly, report both monthly. One search terms review per platform, one report in enquiries covering both.
If your Google account still dates from the AdWords era, repair it before you import it; what changed since Google AdWords in New York is the repair list, and importing a broken account only copies the problems.
Microsoft Advertising or Google Ads: which should a New York small business choose?
Google first, always, because that is where the volume is and where your competitors’ customers are searching today. Microsoft second, for professional services, B2B, higher-ticket consumer services and anyone who wants a cheaper cost per enquiry as an add-on. Neither alone, if you can help it: the reasons good businesses stay invisible are usually about foundations, not about picking the wrong platform. When the foundations are right, both platforms work; when they are wrong, neither does. Our Google Ads agency in New York sets up and reports both in one place, and starts with a free audit of whatever you are running today.
Common questions
Is Microsoft Advertising the same as Bing Ads?
Yes. Microsoft renamed Bing Ads to Microsoft Advertising in 2019. Ads run through it appear on Bing, Yahoo, DuckDuckGo, AOL, Copilot and partner sites.
Is Microsoft Advertising cheaper than Google Ads?
Per click, usually yes, because fewer businesses bid. Per enquiry it depends on whether your customers use Bing; professional and B2B services often do, mobile emergency searches mostly do not.
Does Bing use ChatGPT to rank websites?
No. Bing’s ranking is Microsoft’s own. Copilot uses OpenAI models on top of Bing’s index to write answers, and ChatGPT’s web search reads Bing’s index. Being well indexed on Bing is what gets you into those answers.
Should I wait for Bing organic results before running Microsoft Advertising?
No. Ads do not depend on organic rankings. Get your Google account converting, import it, and test with a small budget while the organic index catches up.
Can one manager run both Google Ads and Microsoft Advertising?
Yes, and they should, because the accounts mirror each other. Ask for one monthly report in enquiries that covers both platforms, and be wary of paying a full second fee for a mirrored account.
